xxx-video-xxxxxxxx.mp4 files in the temp folder

I configured CC to keep the temp files and most of the files that have a random string, match the files in the h264 and mobile folders. For instance, 4youJ4CtTZ8UqwVUbFn1.mp4

But I also see files in the temp folder like 1024-video-1523463625.mp4 and these do not exist in any of the other folders. What are these? Are these upload failures? Can they be deleted?

    Those are files that were uploaded by the universal uploader. It's the script that handles uploading of all files in the system and drops off the file in the temp directory under the naming scheme [user_id]-[type: (addon|video|image|library)]-[timestamp].

    Once the uploader is done it replies to it's caller which then in is supposed to do whatever it needs to with the file. In the case of uploading videos, the conversion script begins by renaming the temp video.

    In your case the conversion failed early on before it got started in the transcoding process thus the temp file is be orphaned. If you are certain those files are not related to uploads that are in progress then you should be safe to remove them.
